Funding is a challenge that all mutual water companies share. Even our most diligent efforts to identify and save for needed improvements and emerging compliance demands often fall short of the resources required.
In previewing funding available to support small water systems in 2026, CalMutuals noted that funds will be allocated through Proposition 4 to support Integrated Regional Water Management (IRWM) Plans. If you are not already connected to and actively participating in the IRWM Program in your region, we encourage you to do so. Participation will provide an opportunity to share your needs and priorities and open the door to inclusion in developing plans and funding to support them.
To find your IRWMP as a small water supplier, first determine your IRWM region, then look for the plan on the regional or state website. You can find your region by using the DWR’s Water Management Planning Tool. Once your region is identified, visit the California Department of Water Resources IRWM website or your local water agency’s site to locate the plan. The DWR website also lists a contact for each region, who would be a good person to reach out to for more information.
